4: Toward Earthquake Loss Reduction: Panel Discussions
Panelists will
discuss their process for the following topics:
Panel 1.
Initiate a Local
Building Code Upgrade for New Construction
Moderator:
Ron Lynn, Clark County Building Dept.
Panelists:
Jerry McKee,
Hillsboro Oregon Building Official
Michael Mahoney, FEMA,
"FEMA’s
View of the Nation’s Seismic Building Codes"
Hundreds of
jurisdictions in the United States do not adopt a building code, and
thousands more are using old or obsolete codes and thereby not
benefiting from the newest engineering principles or updated United
States Geological Survey mapping. Challenges to code adoption are
primarily political and economic obstacles. To overcome these
challenges, an understanding and cooperative relationship must exist
between code officials and the groups they serve. Public relations
programs must be established, aimed toward developing coalitions within
the community. From these established communities of interest local,
state and national champions may be developed to foster building code
adoption and to assure appropriate political support and funding. It is
only through code adoption, implementation, education, and enforcement
that state-of-the-art seismic science and engineering can be translated
into the reality of a safer site-built environment.
Barry Welliver,
Chair, Utah Seismic Safety Commission
Panel 2.
Initiate, Apply or Adopt a Retrofit Ordinance for Schools or Other
Critical Structures
Organized by:
James Davis, Former California State Geologist
Moderator:
Franz Rad, Structural Engineer and Professor at Portland State
University
Panelists:
Fred Turner, California Seismic Safety Commission representative,
"Observations from Government Retrofit Programs for Vulnerable
Buildings in California"
Massoud Abolhoda,
City of Fremont Building Official,
“Challenges in Enacting and Enforcing
Retrofit Ordinances”
Panel 3. Locally
Adopt Standards to Become a TsunamiReady Community
Organized by:
Mark Darienzo, Oregon Emergency Management
Moderator:
Mark Darienzo, Oregon Emergency Management
Panelists:
John Lovegrove, National Weather Service,
“Overview of TsunamiReady Program”
Alfred A. Aya, Jr., Cannon
Beach Rural Fire Protection District,
“State-of-the-Art Tsunami Warning System
in Cannon Beach, Oregon”
The National Weather Service's TsunamiReady program was fashioned after
their existing StormReady program. Those coastal communities who fit the
criteria established by the program are designated TsunamiReady.
Criteria include an effective warning system, evacuation maps, and an
ongoing education program. To become tsunami-ready requires a commitment
by the community both financially and politically. Representatives from
TsunamiReady communities will be present to discuss why they were
successful in becoming TsunamiReady.
Panel 4. Motivate the Business Community to Become More
Earthquake-Resilient
Organized by:
George Crawford, CREW
Moderator:
Mark Stewart, Mitigation Strategist, Washington Emergency Management
Division
Panelists:
Bob Freitag, Executive Director, CREW
Michael Park, INTEL
Emergency Services Manager
Gail Dreckman,
Bonneville Power Administration
The Cascadia Earthquake
Workgroup (CREW) has recently completed a “Business Survival Kit for
Earthquakes & Other Disasters” to help small Businesses survive
potentially catastrophic events.
The panelists will discuss how this tool can be used to motivate the
business community to become more disaster resistant.
