In April 2003, the Oregon Natural Hazards Workgroup (ONHW) launched a Spring Earthquake and Tsunami Awareness Campaign: What's Shaking, Oregon across the state of Oregon as the theme for Earthquake Awareness Month. This was a statewide campaign designed to raise public awareness regarding earthquake threats to schools, businesses and communities affected by 2001 earthquake safety laws. ONHW, along with Oregon Emergency Management (OEM), American Red Cross, Oregon Trails Chapter, SAFECO Corporation, and Partners for Loss Prevention developed strategies to encourage new partnership participation in Partners for Disaster Resistance & Resilience through development of the Spring Earthquake and Tsunami Awareness Campaign. This high profile 2003 outreach campaign was used to encourage schools and organizations statewide to conduct earthquake and tsunami drills.

The Organizing Committee of the 2004 National Earthquake Conference is doing business as the Western States Seismic Policy Council.
