Clackamas County was the first jurisdiction in the nation to develop and adopt a natural hazards mitigation plan that meets the new FEMA criteria for local plans. The Clackamas County Board of Commissioners formally received FEMA's approval on October 24, 2002. Although this is a requirement by FEMA in order for jurisdictions to receive post-disaster mitigation dollars and pre-disaster mitigation funding starting in November 2003, Clackamas County took a proactive approach to completing their plan. They effectively coordinated county government and other community stakeholders and citizens to facilitate input into the plan and to be part of the planning and implementation process. As a result the county has strong ownership of the plan that would not have taken place if an outside group developed the plan even with county input.
