The County of Hawaii adopted a local ordinance
to upgrade the Building Code designation from Seismic Zone 3 to Zone 4 in
June 1999. Zone 4
represents the highest U.S. construction design standards for earthquake
resistance. The State of Hawaii
Civil Defense (CD) and its Hawaii State Earthquake Advisory Board (HSEAB)
initiated the seismic upgrade in 1995 by successfully obtaining approval of
a technical application to upgrade the 1997 Uniform Building Code (UBC) to
Zone 4 for the island of Hawaii.
SCD/HSEAB utilized the talents of its scientific/engineering
volunteers and partnered with the U.S. Geological Survey and Structural
Engineers Association of Hawaii to submit the application to the
International Conference of Building Officials, the organization that
publishes the UBC every three years. The
Hawaii County Building Department and County Council concurred with the UBC
upgrade and followed with local ordinance adoption of Zone 4.
